Upgrade of the decoupled (separated NBN Atlas customisations) layer to the latest ALA version

10 out of 20 components have been upgraded and made live.

Record search index (Apache Solr)

• Setup automated deployment of infrastructure for testing alternative configurations
• Preparatory work for load testing at production scale
